What won't a Lottery Community committee fund?

In addition to what may not be funded by any Lottery committee, Lottery Community does not fund:

  • individuals
  • research, including: large scale research plans, feasibility studies for capital projects and health research
  • major capital works where the total project cost is over $50,000
  • alcohol and similar substances, for example kava
  • retrospective funding. Requests should be made for future projects (after the notification date). Important funding dates can be found here:

The Lottery Community Committee does not fund requests that fit the priorities of the Lottery Minister's Discretionary Fund

The Lottery Minister's Discretionary Fund provides funding for one-off projects.

The priorities of the Lottery Minister's Discretionary Fund are:

  • volunteer firefighting and emergency ambulance services projects
  • animal welfare projects

What won't be funded

Alcohol

The Board does not fund alcohol and similar substances (for example, kava).

Capital investment

The Board does not fund capital investment(s). This includes investments in real estate, stocks, bonds and other financial institutes or trust funds.

Commercial, political, and religious objectives

The Board does not fund requests or projects that promote or advance:

  • commercial aims with the sole purpose of profit making which includes, such as employment and/or business initiatives (private pecuniary gain);
  • political aims, such as political advocacy and projects that look to change legislation; and
  • religious aims or religious activities.

Funding requested by a religious organisation for social services and activities provided to their community, or the wider community, is not considered a religious aim or activity.

Retrospective funding

Funding projects or activities that are already completed will not be approved. This exclusion does not apply to Emergency Natural Disaster Relief funding.

Private pecuniary gain

The Board does not fund requests that seek to generate private pecuniary profits or gain for an individual or body, except to the extent that the profit or gain is incidental.

Debt repayment

The Board does not fund debt servicing.

Loans, deposits, or underwriting projects

The Board does not fund requests that include costs related to refinancing existing loans, deposits or underwriting projects.

Overseas aid and disaster relief

The Board does not fund requests for overseas aid or overseas disaster relief.

Medical expenses

The Board does not fund medical expenses, operations, or treatments.

Redistribution of funds or fundraisers

The Board does not fund requests from fundraisers or organisations if the purpose is to redistribute the funds to a third party. The third party should apply on their own behalf and may be supported to do so by a fundraiser. A request that is supported by a fundraiser must show:

  • the fundraiser is paid at a flat fee or hourly rate which is paid irrespective of the outcome of the grant request
  • the financial arrangements of a fundraiser and the organisation.

An organisation must not use any part of grant funding received to pay a commission or success fee to the fundraiser.
