Multi-year grants
Lottery Community committees may make multi-year grants to organisations with an established track record of delivering services and projects that address community needs.
A multi-year grant must contribute to the delivery of services/activities, or a one-off project, that provide a community benefit and would not be possible with only one year’s funding. Multi-year funding can be for up to three years.
Your organisation may decide to apply for a multi-year grant (as opposed to the standard single-year grant) for either ongoing operational costs or costs for a one-off project.
- Ongoing operational costs could cover the delivery of existing or expanded services and activities already delivered by your organisation.
- A one-off project must be a new initiative that has a definite start and end date. It is an extra piece of work over a finite period that is additional to the normal day-to-day activities carried out by your organisation.
Points to note:
- Each committee has the discretion to determine the amount of its annual allocation available for multi-year grants.
- Meeting the multi-year grant criteria does not necessarily mean that an application will be approved. Decisions on multi-year grant applications are made at the discretion of each Lottery committee, taking into consideration its priorities and all other applications.
- You cannot re-apply for another multi-year grant for ongoing operational costs until just prior to the expiry date of the original grant.
- If you have already received a multi-year funding grant, your organisation can apply for a further multi-year grant before the closing date of the round prior to the expiry date of your current grant. If approved, a new grant would not be paid out until the final accountability report for the original multi-year grant is submitted and considered to be satisfactory by the Department of Internal Affairs.
- You can apply for another grant for a different purpose (either a multi-year or a single-year grant) in the same financial year or to the same meeting. However, your second application is likely to be given a low priority by the committee. You should indicate which application is your first priority.
- You can apply for another multi-year or a single-year grant for a different purpose in a subsequent financial year.
- Grants will be paid in instalments. After the first payment, each subsequent instalment will be paid subject to receipt of satisfactory accountability reports.
Multi-year grant priorities
You must be able to demonstrate how a multi-year grant will contribute to the delivery of a service/activity or one-off project that would otherwise not be possible with only one year’s funding. Priority will be given to ongoing services and activities or one-off projects that provide evidence of:
- good planning
- community need
- community support and benefit
- collaboration with other agencies and/or organisations
Lottery regional community committees also focus on other priorities according to local needs and issues.
Multi-year grant criteria
Organisations wanting to apply for a multi-year grant must:
- be a legal entity
- have been established for at least two years
- demonstrate a good grant management history
- have evidence of good governance and management systems
- have experience in running a similar service/activity or project for which funding is requested
How much to apply for in a multi-year application
There is no limit to the amount that your organisation can apply for. The amount of multi-year funding granted is at the committee’s discretion. It depends on the funds available and the number and quality of the applications received.

Applicants will be required to provide additional information to that required for a one-year grant. In particular, applicants wanting to apply for multi-year funding must be able to demonstrate that the delivery of the service/activity or project provides a community benefit that would not be possible with only one year’s funding.
You will need to fill in and send us a Lottery Community Multi-year Grant Supplementary Application Form. This form has additional questions related to the multi-year grant criteria.
Please ensure that the answers in E2 in the Lottery Community Grant Application Form and answers in B4 or C4 in the Lottery Community Multi-year Grant Supplementary Application Form match in the following ways:
- the total amount requested is the same in both forms
- the total amounts for each item are the same in the item/item purpose totals columns in both forms.

Regional community committee multi-year grant applications should be sent to the nearest branch office of the Department of Internal Affairs. Applicants to the Lottery Canterbury/Kaikoura Community Committee should scan and email all documents to: christchurchdiafunding@dia.govt.nz
