Making an application
Note: The Community Development Scheme is not accepting applications at this time.
Projects will need to
- be based in one of the priority territories for the 2012 funding round
- be community-driven
- be for a defined period
- be based on employing community development workers
- identify the long-term outcomes of the community involved in the project
- provide a plan for the initiatives and activities in the first year to achieve progress towards the long-term outcomes
- demonstrate the relevance of the project to the CDS purpose
Applications should also demonstrate
- the applicant’s competence to host and manage the project over a period of three years
- support from the community involved to undertake the project
Applications should include a breakdown of the project costs for the first year.
It is the responsibility of the applicant to ensure the application is lodged on time and to the correct address.

Funding decisions are made by the Department of Internal Affairs, based upon the recommendations of an independent community advisory panel.
Supporting documentation
You will need to include with your application
- evidence of legal entity status
- the organisation’s most recent audited accounts, and also the audited accounts for the previous year
- if the most recent audited accounts are more than nine months old, include a Treasurer’s or Finance report, recording revenue and expenditure since the last audit and a statement of current financial position
- a budget, exclusive of GST, for your project
- an organisational diagram demonstrating the relationship between the governance of your organisation, its management and operations
- a diagram representing the relationship between your organisation and the wider community targeted in the project
- conflict of interest policies and procedures for people at the governance, management and employee levels of the organisation
- the processes that the organisation proposes to use to recruit a community development worker (including advertisements, the advertising and recruitment policies or processes used)
- a copy of a project-based employment agreement, or a draft employment agreement for this project

Section A: Applicant details
Please list
- the trading name or the name your organisation commonly uses
- the person who is most up to date with your application should be identified as the main contact person
- the person your organisation has nominated as the governance contact person. This may be the chairperson of your organisation, or an experienced trustee, board member or equivalent governance representative
- the person your organisation has nominated as the management contact person. This person will be able to respond to questions about the financial, operational and staff management of your organisation, including the fit of the project with the day-to-day operations of your organisation
If your application is successful, it is likely that the governance and management contact people identified will also be the contact people listed in the formal grant agreement with the Department of Internal Affairs.

Section B: Requirements
Please state
- what type of legal entity your organisation is
- the registered name and registration number of the applicant organisation, if this differs from the trading name. For successful applicants, it is the organisation name and number registered with the New Zealand Companies Office
- the grants allocated through the 2012 CDS funding round are budgeted at $80,000 plus GST per year
- the most recent audited accounts for the organisation, and the audited accounts for the previous year
- if your organisation is registered with the New Zealand Charities Commission (not compulsory), it would be helpful to know your registration number

Section C: The project proposal
The CDS is designed to achieve the outcome of strong communities that effectively work together in new and innovative ways; are self-reliant, resilient and capable of generating their own sustainable solutions to local issues.

Section C: Outcomes-based project plans
As an applicant to the CDS, you are asked to define the outcomes that you expect to achieve within your community as a result of undertaking the project.

Section D: About your organisation
Applicant organisations need to clearly establish that they have the appropriate experience, resources, policies and operational systems to appropriately support the project and the community development worker. This includes the ability to clarify and define roles and boundaries for the governing committee or board, the management and the staff, and the proposed community development worker.

Section E: Declaration for your organisation
The declaration on behalf of your organisation must be signed in person by people with the designated authority to commit your organisation to undertake the project. If the Declaration is not signed by two people with the appropriate authority to act on behalf of the applicant organisation, your application will not be considered.

Funding for outcomes
Outcomes relate to your project aims. Outcomes are all the changes and effects that happen, or start to happen, as a result of your project. Some will be expected, some unexpected.
As an applicant to the Community Development Scheme, you are expected to define the outcomes that you expect to achieve within your community as a result of undertaking the project over a period of three years (three years being the standard length of time offered by CDS).
This approach allows you to propose the community development project you wish to undertake on the basis of the outcomes you and your community want to achieve over time.
The initiatives and activities that you plan to undertake during each year of the project will need to be based on these long-term outcomes for the project overall.
The outcomes-based approach to your project planning should enable you to monitor and measure the effectiveness of the initiatives and activities you undertake each year in relation to the outcomes your community wanted to achieve at the outset.
For your information, the Department of Internal Affairs uses the outcomes-based plan presented in the application as the basis for negotiating the Community Development Scheme agreement with a grant recipient. The six-month and annual reporting requirements for grant recipients will also be based on reporting on the milestones or achievements in relation to the initiatives and activities within the project plan in relation to the long-term outcomes.
Changes may occur in people's knowledge, skills, attitudes or behaviour as a result of the project you are planning to undertake. These types of outcomes are the effects of your project. Some of the changes and effects you want to see from your project will be achieved in the short-term (one-two years) and can be identified as the short-term outcomes. Others will take longer to achieve. Some long-term outcomes may not be achieved until after your project has finished.
Your project planning and the initiatives you undertake within your project will allow you to be confident that, if your project achieves its short-term outcomes, then it is likely that it will achieve the long-term ones too.
People's knowledge, skills, attitudes and participation in their community may change in the short-term. Changes in people's behaviour and values, the environment and the way the community works are more likely to be long-term changes.
Not all outcomes are changes. Some outcomes may involve keeping things that are valued by the community the same, or preventing community members from being harmed. These outcomes are still the effects of your project. If the project hadn’t taken place, something else would have happened.
Promoting CDS support
Grant recipients must acknowledge the financial support given by CDS in all relevant publicity material, publications, annual reports and similar documents.
Information disclosure
Applicants should be aware that application information may be released, if required, under the Official Information Act 1982. After 10 years, all applications will be transferred to Archives New Zealand, where they will be available to members of the public.
All recipients of grants are published on the Department of Internal Affairs website.
