Becoming a COGS Committee Member

COGS is a community-driven, government-funded scheme that provides essential support to grassroots voluntary and non-profit community organisations.

The Department of Internal Affairs administers the scheme, providing secretarial services for the National COGS Committee (NCC), the governing body, and the 37 Local Distribution Committees (LDCs), which are made up of volunteers who decide on grant applications from organisations within their area. They are elected for a three year term, with a maximum of two consecutive terms.

Most local COGS Committees have seven members who have a broad knowledge of their local community; the ability to make decisions based on consensus, experience of financial and/or management systems and a general understanding of tikanga Māori and the Treaty of Waitangi.

Elections for COGS Committees are held every three years. Voting by COGS registered community organisations is by postal ballot. The next election will be held early in 2017.

To be eligible to participate in the tri-annual election you must:

  • be nominated by a COGS registered community organisation operating within your LDC area;
  • live or work in the area covered by the LDC;
  • be over the age of 18 years at the time of nomination;
  • be eligible to remain in New Zealand for the period of your appointment (i.e. you are a New Zealand citizen or a permanent resident of New Zealand, or hold a visa enabling you to remain in New Zealand for the period of your appointment);
  • not be currently bankrupt;
  • not be subject to a property order under the Protection of Personal and Property Rights Act 1988 (note: property orders under this Act are imposed by the Court where there are concerns about the competence of a person to manage his or her own affairs in relation to his or her property);
  • not have been convicted of an offence punishable by imprisonment – people who have been convicted of an offence punishable by imprisonment are eligible for election once they have been sentenced and have served, or otherwise completed, the sentence in relation to that offence;
  • not be a permanently appointed staff member of the Department of Internal Affairs; and
  • not be a current LDC member completing a second consecutive three-year term.

Ideal candidate qualities

  • knowledge of the local community;
  • ability to make decisions based on consensus;
  • experience of financial and/or management systems;
  • ability to use electronic devices when assessing applicants;
  • commitment to act with honesty and integrity and not to disclose or use information that otherwise would not be available to them;
  • awareness of the community outcomes identified by the Long Term Council Community Plan (LTCCP), which is available at your local authority office or website;
  • basic understanding of te reo Māori and tikanga;
  • ability to recognise and manage conflicts of interest; and
  • commitment to the Treaty of Waitangi.
